In Concord, a fixed ticket in ‘the interest of justice’

Do cops get special treatment when it comes to imagetraffic tickets? In Concord they do, apparently. The Claycord.com blog reports on a citation issued to off-duty police lieutenant Robin Heinemann in October and its dismissal 10 days later by a fellow lieutenant, “in the interest of justice.” Excerpt:

Captain David Downing was asked what he meant by “in the interest of justice“, and although he acknowledged our request for a comment, he did not answer the question.
