When individuals reach a pinnacle of power, they never know when that first real test of their leadership will smack them head-on. For Oakland Mayor Jean Quan, it was Occupy Oakland, and she never saw it coming. Her struggle has been painful to watch.
Oakland is a very different city from, say, San Jose, whose Occupy protest at City Hall so far has been low-key. However, setting some basic standards and sending a consistent message from Oakland City Hall surely could have averted the worst of what happened over the past week.
