With the last of its state redevelopment money Oakland’s city council voted last night to spend $3.5 million on plans for a grand stadium, hotel, retail and entertainment complex around the Coliseum and along Hegenberger Road toward the airport. About half of it will go to a development team that includes Forest City and HKS Architects; the rest to an urban planning firm for environmental review. The rub, among others: Plans won’t be ready for another 16 to 18 months and both the A’s and Raiders have leases that expire next year.
