One of three groups trying to recall Mayor Jean Quan gave up the effort yesterday. Charles Pine of the Committee to Recall Jean Quan and Restore Oakland said that without paid canvassers, it was clear the group wouldn’t collect the 20,000 signatures needed by a May 14 deadline.
