The man who did as much as anyone to preserve the California coastline and who co-authored Proposition 20, the landmark Coastal Act approved by voters in 1972, has died. Peter Douglas died Sunday at his sister’s home in La Quinta, near Palm Springs. He had struggled with cancer for the last seven years, but had persevered as executive director of the California Coastal Commission, a position he assumed in 1985, until his retirement last fall.
