Top of the morning’s news:
    • Mayor Jean Quan released a budget update that shows Oakland with better-than-expected revenue growth and declared that the city’s fiscal condition is on the mend. Oakland Tribune
    • Antolin Garcia Torres, 21, was charged with the missing Sierra LaMar’s murder, and is eligible for the death penalty although prosecutors have yet to determine whether they will seek it. Mercury News
    • A federal judge in Oakland ruled that the state’s public-employee pension system must make long-term insurance equally available to same-sex spouses and partners. Bay City News Service
    • The visitor center at the new Rosie the Riveter National Historical Park along Richmond’s shoreline is scheduled to open Saturday. Contra Costa Times
    • Clayton vice mayor Joseph Medrano was charged with embezzling $159,000 from a Peninsula insurance client. Contra Costa Times
