California can now claim it has fewer inmates locked up in its state prison system than Texas, dropping the Golden State to, let's see, No. 2, with 136,000 inmates. But hold on a minute. That’s only because since last fall’s court-ordered reduction in the state prison system due to overcrowding, the Department of Corrections has farmed out thousands of its guests to county jails. AP
