Gov. Jerry Brown already back-peddled on a plan to exempt the controversial bullet train project from state environmental review. But will the project have the 21 of 25 Democrats in the state Senate it needs to pass a key vote this week? No help is expected from Republicans. The LA Times crunches the political numbers and says it looks like an uphill chug.
Upshot: Expect feverish maneuvering focused on trying to start the work between San Francisco and San Jose and/or Los Angeles and Anaheim, with less emphasis on doing as much up front in the Central Valley.
