Solano County voters approved an initiative back in 1984 to limit the amount of garbage that can be imported into the county. Assemblywoman Fiona Ma of San Francisco introduced a bill this session to usurp local authority and thus clear the way for San Francisco to export more of its waste there. And now Gov.
