At a time when free-spending ways at the Port of Oakland are under scrutiny, it’s especially inopportune that maritime director James Kwon is off attending a port conference in China. That’s because his $4,537 bill to entertain Texas port officials at a Houston strip club in 2008 has popped up in the press. His receipt says the money was spent at D. Houston Inc., which the Chronicle’s Matier & Ross say is the parent company of strip club Treasures.
