Less than two weeks from election day and Gov. Jerry Brown’s measure to avoid draconian budget cuts by increasing taxes on the rich and boosting the state sales tax by a quarter percent now appears to be failing. A new Public Policy Institute of California poll shows 48 percent support and 44 percent opposed among likely voters.
