A tentative ruling by an administrative law judge could leave ratepayers holding the bag for up to a third of PG&E’s reputed $2.2-billion plan to repair its faulty pipeline system in the aftermath of the 2010 San Bruno disaster. Too early to tell how, if it happens, that could impact monthly bills and for how long. But observers widely agree that the ultimate cost, including interest, will dwarf $2.2 billion, perhaps topping $5 billion. Mercury News
