Oakland’s dysfunction—by the numbers

Oakland Mayor Jean Quan confers with Police Chief Howard JordanAnd you wonder why certain sports franchises (Warriors, A’s)—not to mention corporations—aren’t falling over themselves to stay in Oakland? The City Hall/law enforcement dysfunction gets another raking over by Chronicle columnist Chip Johnson today, following the newspaper’s statistical look at its broken crime-fighting apparatus.

Among the low-hanging fruit: the crime rate soars, but arrests are way down. There aren’t nearly enough cops. And a judge will decide soon whether the city suffers the ultimate humiliation of having its police force placed under federal control, following years of dragging its feet on court-ordered reforms.
