BART’s expansion of its footprint to San Jose creeps along at a snail’s pace, and it has relegated its much-delayed future expansion of the Pittsburg-Bay Point line to cheaper diesel rolling stock. But the agency is talking about a $900 million expansion of . . . the Embarcadero and Montgomery Street stations so that, among other things, people can board trains from either side.
