Mayor Jean Quan’s almost $1 billion budget for the next two years, unveiled yesterday, would bulk up Oakland’s police force to about 700 officers by 2015 (from a current level of just over 600) while subtracting at least 86 city jobs elsewhere. It also restores some of the temporary givebacks by the city’s employee unions. Oakland Tribune
