And the unfortunate San Francisco Fire Department official offered up to explain why the department blew a $7.8 million federal grant for the city’s first new fire boat in 50 years . . . deputy chief Ray Guzman. “I know people want to blame whoever dropped the ball, and I don’t see it that way. We were trying everything to make it work,” he tells the Chronicle’s Matier & Ross.

One of those “talk to the hand” moments.
