Amid so much budgetary austerity, Gov. Jerry Brown and lawmakers suddenly have a pleasant problem on their hands—what to do with an unexpected windfall of tax revenue that has put the state on track to finish the fiscal year maybe billions of dollars in the black. The state’s coffers, buoyed by $2.8 billion that arrived April 17 alone, have about $4.5 billion more than expected in personal income tax payments. LA Times writes about it.
