Add Macy’s in Emeryville to the list of projects that won’t happen as a consequence of Gov. Jerry Brown’s move last year to shut down redevelopment agencies. A developer has killed its Macy’s proposal as an extension of the Bay Street retail district (famous for having been built atop a Native American burial ground) because, it says, without redevelopment funds, a department store there no longer pencils out.
